4. 미즈노(미즈노 히데유키), 프리먼(에릭 프리먼), 그리고 그로시(라파엘 마리아노 그로시)는 IAEA 차원을 넘어서 비밀리에 많은 의사소통(커뮤니케이션)을 해 왔다. IAEA 전문가 그룹 멤버들은 문서에서 언급된 자세한 내용을 알지 못하며, 그들이 자신의 진짜 생각을 피력하기는 너무 어려웠다.

보고서를 다룰 때 일본정부는 “오염수”를 “처리수”로 바꿀 것, “ALPS 처리수의 방사선 피폭”에서 “방사선”이라는 말을 뺄 것, “83마리 물고기 모니터링 샘플에서 OBT(Organically Bound Tritum. 유기결합 삼중수소)는 발견되지 않았다”는 것을 추가할 것 등과 같은 많은 수의 수정을 요구합니다.

Dear Reporter Kang and the show of the Citizenpress:

  I saw your show about the IAEA and I was moved even if I don't understand Korean. I could feel your courage and efforts to seek the truth and reveal the darkness. Since the Ministry of Foreign Affairs of Janpan and the Japanese media denied this matter these days, I want to say that the information disclosed from the document is true. Many details mentioned are consistent with what I know. Such as the secret negotiation between Mizuno and Freeman, the political contribution over one million, the strontium-90 is far beyond the standard and etc. Your program scared the MOFA, that’s why they had such a strong reaction. Besides, I can offer more information as your reference:

  1. MOFA held several emergency meetings to prevent the situation from bubbling up. It requires all the officials not to accept any media interviews without permission.

  2. To protect MOFA and IAEA from involving in bribery scandals, MOFA is deleting all the private chat records with the IAEA. "Japan cannot afford the guity of bribering the IAEA and IOC at the same time" those were the very words of a senior official of MOFA.

  3. IAEA Director General Grossi’s arrangement to visit Japan at the end of June has not been adjusted yet, and the MOFA requires that " Grossi's visit to Japan cannot be postponed by the state of affairs".

  4. Mizuno, Freeman and Grossi had many secret communications beyond the panel. The members of the IAEA expert group were not aware of the details mentioned in the document, and it was too difficult to express their real thoughts.

  5. By illegal operation, MOFA has received the final version of the IAEA report in advance, which is originally planned to be published at the end of this month. They made a huge modification. In a word, the government of Japan make the decision.

  I’m probing further into things, I will keep you informed if there are updates. When the Japanese side emphasize it must be “false information”, I wish I could show you the truth. Finally, I would like to highlight the final report. The MOFA secretly received the report from IAEA before June 15th. If this matter is made public, it will be an irrefutable proof to show the relation between the government of Japan and IAEA. The report is entitled "IAEA COMPREHENSIVE REPORT ON ALPSTREATED WATER AT FUKUSHIMA DAI-ICHI NUCLEAR POWER STATION" which consists of six chapters, including: Executive Summary; Introduction and Background; Assessment of Adherence to the Fundamental Safety Principles; Assessment of Adherence to the Safety Requirements; Monitoring, Analysis, and Corroboration; Annexes/Appendixes. When dealing with the report, the Japanese government requires a large number of modification, such as changing “contaminated water” to “treated water”; Remove the word "radiation" from "radiation exposure of ALPS treated water"; Add "OBT has never been observed in 83 fish monitoring samples" and so on.

  By bribering the IAEA, the Ministry of Foreign Affairs of Japan obtained the information of the report from the very beginning, which make them deeply participate in the formulation of the report, customize the report according to the ideas of the government, and persuade the IAEA to endorse the discharge of nuclear wastewater, that’s why I know the exist of this report. Your investigation and report give me the courage to tell the truth. At this moment, I choose the truth and the light, to act in conscience and make moral decisions. You may be the first media throughout the world to know these things. Please don’t stop your step to search the truth. I have unlimited expectations for you, cheer up!
